A permissions is a statutory approval issued by Environment Protection Authority (EPA Victoria). It allows you (subject to certain conditions) to conduct works or make changes to your scheduled premises. For example, undertaking works including constructing a new plant, installing new plant equipment or modification of a process. Further information on EPA Victoria’s permissions process can be found in the EPA permissions scheme policy (publication 1799.2).
Approval is required for industrial and waste management works that may result in any of the following:
- discharge of waste into the environment (air, water or land);
- an increase in, or alteration to, an existing discharge;
- a change in the way waste is treated or stored.

Cape Otway Elite Sports Retreat (COESR), Modewarre, Australia. Works approval and environmental assessments for wastewater treatment/reuse scheme for $350M elite sports, eco-tourism and residential development in south-west Victoria.
Australian Consolidated Milk (ACM) milk factory, Girgarre, Australia. Design and works approval reporting (including odour modelling) delivered resulting in issue of EPA works approval and licence. ACM milk factory stage 1 operations ($60M project) commenced as scheduled in late 2019. Provided liaison services to obtain exemption from EPA works approval for ACM stage 2 cheese plant ($20M). Out-Task Environmental and subcontractors are continuing to provide operational and EPA licence compliance support including wastewater treatment plant (WWTP) commissioning and recycled water scheme environment improvement plan (EIP) monitoring programs.
EiGroup Meatworks abattoir, Gillieston, Australia. Design and works approval reporting (including odour modelling) delivered resulting in issue of EPA works approval and subsequent successful navigation through Victorian Civil and Administrative Tribunal (VCAT) (3rd party objections) resulting in grant of the works approval without change to conditions. The Gillieston project (value $20-30M) has been identified by the Victorian government as a priority project resulting in about 200 new regional jobs in construction and operation and significant flow on economic benefits in the region.
Gippsland Jersey, Lakes Entrance, Australia. Works approval and environmental assessments for refurbished milk factory and wastewater re-use scheme (irrigation). Developed environmental management plan (EMP) including size of wastewater management system to comply with EPA Victoria and local council requirements and on-going soil and recycled water monitoring program.
